About PCCA

Philadelphia Council for Community Advancement (PCCA) is a regional non-profit housing and community economic development organization serving the five-county Philadelphia area since 1962. PCCA’s mission is to strengthen households and communities by developing and preserving homeownership and affordable housing, educating disadvantaged populations to increase accessibility to economic opportunity, and encouraging the active participation of citizens in the planning and revitalization of sustainable communities.

PCCA was founded in 1962 by a group of civic leaders to plan, develop and advocate for policies and programs to increase access to affordable housing and economic opportunities for disadvantaged residents living in Philadelphia and its surrounding counties (Bucks, Chester, Delaware and Montgomery). Over the past 50 years, PCCA has provided leadership and direction to neighborhood-based and faith-based community development corporations, private developers, lenders and government agencies involved in the construction or rehabilitation of housing for low- and moderate- income families and individuals.

PCCA’s in-house real estate development team works in partnership with CDC’s, banks and mortgage companies, HUD, the State, and local government housing agencies to facilitate the development and management of more than 4,000 units of housing. These include affordable single family homes for sale, housing cooperatives, multi-family rental units, senior citizen apartments, tax credit projects, housing for the homeless and for those with special needs.

One of The Oldest and Most Successful Agencies
In 1979 PCCA became a HUD-approved Housing Counseling agency. PCCA's professional housing counseling staff have received numerous certifications from the Pennsylvania Housing Finance Agency (PHFA), NeighborWorks, National Association of Housing Counseling Agencies (NAHCA), Housing Counseling Association (NCA) and the City of Philadelphia Diversion Court. The Comprehensive Housing Counseling Services includes: Pre-purchase Counseling, Delinquency and Default Counseling, Credit Repair Advice, Foreclosure Mitigation Services, Reverse Mortgage Counseling and Financial Literacy Workshops. To date PCCA’s highly qualified and experienced housing counselors have assisted more than 80,000 families and individuals.

PCCA is one of the oldest and most successful housing and community economic development agencies in the region. Its long term commitment to the revitalization of City and surrounding counties and the economic wellbeing of the people is unparalleled.
